BCF: comment vs viewpoint

I have a question about the BCF format.
I have noticed that Solibri links comments to viewpoint but components to the overall BCF, whereas Dalux does the contrary and links comments to the overall BCF and components to a single viewpoint.

How does it truly work in Solibri and what is expected in the BCF standard?

According to BCF standard, it is possible to either add comment in issue level or you can also refer a viewpoint when adding comment. Solibri supports both the cases.

@Alex-J There is no relation kept in BCF API between Component and Comment. But Though Viewpoint. And a single viewpoint contains the relevant components
