File cannot open because "Reading of IFC Model Failed"

I’m trying to open an IFC in Solibri that has been successfully opened in other IFC viewers (BIM Collab & OpenIFCViewer). Every time I get the error message below:

When I open and check the file in a text editor I see the following:

What does this mean and how can I fix it??
