Changes in Rulesets in different language not visible

Hi there,

We found a strange bug (??) in Solibri.
We have Dutch and German colleagues and projects.

We made Dutch rulesets (Solibri in English)

The German colleagues translate the Dutch rulesets, after I open the UPDATED ruleset, I see this:

Which is exactly the same.

When I switch Solibri to the German language, I see this:

Which is correct.

Please note, this is ONE and THE SAME file I open.
It is not just the name of the ruleset, but also the settings. Everything that is changed, is not visible in the English version, only in the German version.

How is this possible?
Is this a bug?
